Peninsula Community Traffic Task Force is comprised of
representatives
from local planning boards, project area committees,
and community organizations including Point Loma Association.
The group began
meeting quarterly in late 2001 with the goal of facilitating
community input to short, medium and long term traffic planning.
These are some of the projects that the Traffic Task Force is
tracking through meetings with local traffic administrators:
Current and Completed Projects
Traffic Signal coordination on Rosecrans
Traffic signals along
Rosecrans Street are being coordinated to try to decrease backups
and congestion.
Since
Rosecrans
used
to
be a state highway, the city first had to transfer control of
the signals to the city system. Signals will be coordinated
with the
lights in the Midway area; the timing will vary by time of day,
reflecting our unique "rush hours" to and from the
Navy facilities. This project will be delayed pending the completion
of the Rosecrans Street widening along the Liberty Station frontage.
Right turn lane at Midway and Rosecrans
A new right-turn lane has been installed next to the Walgreen’s
drug store at Midway Drive and Rosecrans. This lane allows traffic
from Midway to turn right on to southbound Rosecrans whenever
it is clear, instead of being blocked by straight-ahead drivers
waiting
for the green light.
Right turn lane at W. Pt. Loma and Midway
Based on a Task Force suggestion, we now have a right turn lane
from West Point Loma Boulevard onto Midway Drive. With a dedicated
turn lane, right-turners are not delayed by straight-ahead drivers
at that corner.
Projects for the next year
or so
Right turn lane at Rosecrans and Pac. Highway
Responding to a citizen suggestion, the city has agreed to add
a right-turn lane from northbound Rosecrans onto Pacific Highway.
This will make it easier for Peninsula residents to enter the Old
Town train-bus-trolley transit center.
Top priority long-term project for the Peninsula
Add Missing I-5/I-8 Interchange
Ramps
The Task Force’s top priority project is now part of the
SANDAG master transportation plan for the San Diego region: To
complete the interchange of Interstates 5 and 8, adding the "missing
moves"
to connect the beach communities with destinations
to the north. The Task Force has identified these "missing
moves" as a major cause of congestion on Rosecrans and on
Sea World Drive, since those two surface streets are currently
our only access to and from I-5 north. Inclusion in the SANDAG
plan means that the missing ramps will be constructed by 2030,
provided San Diegans continue the "TransNet" half-cent
sales tax when it comes up for a vote in a few years.
